The Challenge
In 2017, LNG Canada, a consortium led by Shell Canada, was exploring the possibility of situating a liquefied natural gas (LNG) plant in Kitimat. The project, if completed, would involve $40 billion in funding and employ 4-5000 workers over five years of construction.

The government of British Columbia supports projects to bring people together to discuss ways to best align training programs to meet regional needs. With a possible LNG plant on the horizon, Kitimat Valley Institute (KVI), a local training institution, wanted to update a Regional Workforce Plan from 2012 that Ingenia had prepared. Working with LNG Canada, Rio Tinto Alcan, the Hasila First Nation and others, KVI wanted to ensure that local training programs were meeting current and future challenges.

Once again, regional leadership turned to Ingenia to address this challenge.

The Solution
Ingenia prepared a customized labour market demand analysis and gap analysis and developed a human resources strategy. We conducted 131 interviews (mostly on-site) and six focus groups throughout the region to identify current training gaps and recommended solutions. We facilitated two planning sessions with the Steering Committee. Once complete, we travelled throughout the Northwest to present the final report to the public, city councils and others. We also participated in two webinars on the report.

The Result
An updated Regional Human Resources Strategy filled with practical recommendations with funding sources identified. Local training organizations have received funding to implement recommendations.
